    • 摘要: 应急能力评价是煤矿应急管理的重要内容。通过应急能力评价,煤炭企业能够定位自身的应急水平,发现自身应急管理中存在的问题。回顾了以往对煤矿应急管理和应急能力评价的研究,在借鉴应急能力评价指标体系构建思路的基础上,确定适当的指标体系并运用层次分析法进行指标权重的计算;运用可拓优度理论,构建应急能力物元的经典域和节域,以山西省某煤矿为例通过对评价物元优度的运算,给出煤矿的应急能力等级,对煤矿提升自身应急能力有一定的指导意义。

       

      Abstract: As an important content of coal mine emergency management, through emergency capability evaluation, coal enterprises can locate their capability level in response to the accidents and find themselves problems in emergency management. Based on the review of the previous research on coal mine emergency management evaluation capability, the article determined the appropriate index system and calculated each index's weight with AHP based on the idea of emergency response capability evaluation index system. Then the classical field of matter-element model for emergency capability and its controlled field are constructed with the application of extension superiority evaluation method. Taking a certain coal mine in Shanxi province as an example, through the calculation of evaluation matter-element superiority, it gives an evaluation level for the certain coal mine's emergency capability, which can give guidance for coal mines to upgrade their emergency capability.
