    • 摘要: 尽管我国煤矿安全管理水平在不断提高,但是我国煤矿的安全形势依然非常严峻,因此需要对我国煤矿的安全风险水平进行评价。首先分析了人、机、环、管各要素对煤矿安全管理的影响,根据安全事故、人员素质、技术装备、综合管理以及自然条件与煤矿安全风险之间的联系选取了百万吨死亡率、人员文化水平、5大灾害的技术措施和瓦斯级别等指标,作为评价煤矿安全风险水平的依据;然后,结合具体的案例,基于专家打分法和模糊综合评价法,计算得出模糊评价矩阵,产生煤矿安全风险综合评分,最终界定煤矿的安全等级。

       

      Abstract: Although the level of safety management of coal mine improves continuously in China, but the safety situation of coal mine is still very serious, so it is necessary to evaluate the safety risk level of coal mine in china. Firstly, it analyzes the influence of person, machine, environment, management on safety management of coal mine. According to the relationship between safety risk of coal mine and some factors, such as safety accidents, personnel quality, technology equipment, comprehensive management and natural conditions, it selects the mortality of million tons, the cultural level of staff, the technical measures of five great disasters and gas levels as the basis of the level of coal mine safety management. Moreover, combined with the concrete case, it uses the expert scoring method and fuzzy comprehensive evaluation method to calculate and obtain fuzzy evaluation matrix, produce comprehensive score of coal mine safety risk, finally define the safety grade of coal mine.
