    • 摘要: 从现代安全生产管理理论出发,神华北电胜利能源有限公司在分析建设煤炭企业本质安全文化的基础上,坚持把文化理念植入到安全管理中,优化安全文化要素,整合安全文化资源,创新安全文化模式,落实组织、媒介、投入保障制度,构建本质安全理念文化、管理文化、行为文化、物态文化。通过总结论述本质安全文化的保障体系,阐明本质安全文化的结构,给出了本质安全文化建设思路。

       

      Abstract: From modern safety management theory, on the basis of analyzing intrinsically safety culture of coal enterprises, Shenhua Beidian Shengli Energy Company insist to put culture ideas into safety system, optimize safety culture elements, integrate safety and cultural resources, innovate safety culture model, implement organizations, media and investment safeguard system, construct intrinsically safe concept culture, management culture, behavior culture and state culture, by summing up the essence of a safety culture safeguard system, the article clarified the structure of a safety culture, and gave the thinking of building a safety culture.
