Abstract: Coal mine safety supervision often exists the following problems that regulation and enterprise subject responsibility is not clear, the methods follow the beaten track, the ideas are difficult to breakthrough. Experts drew lessons of coal mine safety management method from foreign developed countries, introduced marketization safety management mode to form a tripartite co-management safety management model that enterprise implemented state laws, regulations, policies and industry standards in the form of the government supervision; enterprise grasped system construction, developed measures to implement major system construction, daily operation and management of production and labor organization; safety supervisor independently grasped measure implement and dynamic site safety construction supervision. Shanxi Hongxiang Coal Industry Company entered a relatively stable security situation stage with stable production, improve efficiency after the application of safety supervision model.
