    Warning Management and Emergency Response for Coal and Gas Outburst

    • 摘要: 基于煤与瓦斯突出防控“四道防线”理论,对突出预警管理、应急响应、应急决策与救援技术进行了系统研究。首先,根据煤与瓦斯突出在孕育过程中发生发展程度、发展势态和可能造成的危害程度,提出事故分级预警和分级处置的策略,结合统一领导和管理、综合协调、分级负责和专职管理的应急管理机制,实现对生产全过程有效的突出预警管理;然后,对应急预案制订和应急决策进行了分析,指出应急决策具有程序化和实时动态化的综合特点,并明确了应急决策流程,提出分阶段、分级应急响应机制,并基于此建立了应急响应程序,为提高应急响应速度和规范化奠定了基础;最后,提出了应急救援应遵循的信息收集、信息分析与判断、决策制定的基本步骤,并对救援原则、程序和具体措施进行了明确。

       

      Abstract: The article, based on "four defense" theory of coal and gas outburst prevention and control, systematically studied the early warning management, emergency response, emergency decision and rescue techniques. Firstly, according to development level, the development momentum and the extent of possible hazard during the formation of coal and gas outburst, the accident classification of forewarning and disposal strategy were presented, through which and combined with the unified leadership and management, comprehensive coordination, hierarchical responsibility and professional management of emergency management mechanism, the effective management of the prominent early warning of the whole production process was achieved. Then, the contingency preplan and emergency decision were analyzed, the study pointed out that the emergency decision with the characteristic of procedures and real-time dynamic, and clearly confirmed the emergency decision-making processes, the classification and grading emergency response mechanism. Based on this, the study established emergency response procedures in order to lay a foundation for improving the speed and standardization of emergency response. Finally, the article proposed that the emergency rescue should follow the information collection, information analysis, judgment and decision making, and clearly definied the rescue principles, procedures and concrete measures.
