Abstract: The effectiveness of safety cultural construction plays a determinant role in the coal mine enterprise safe production system. The low safety cultural level of coal mine officials is the deeper cause for the frequent small coal mine accidents. Strengthening small coal mine officials' safety cultural training, shaping and consolidating the safety values of companies and enterprises, and learning advanced safety management process as well as improving safety management techniques, are fundamental measures for establishing long-term production safety and achieving coal mine production safety.
