    煤矿隐患排查治理与预警体系研究

    Research on Hidden Danger Check and Control and Early Warning System for Coal Mine

    • 摘要: 通过分析安全、危险源、隐患和事故之间的关系,提出了“安全壳”的概念,得出:隐患是危险源的“安全壳”破裂失效引起的,事故是危险源和隐患的“安全壳”失效导致的;保障安全生产可以通过强化安全措施,控制危险源;进一步重点控制由人的不安全行为、物的不安全状态、环境的不安全条件、设计上的缺陷和管理上的漏洞等引起的隐患,形成事故预防和控制的“安全壳”。在此理论认识基础上,构建了科段、矿、公司之间多种隐患信息集成、排查和治理的分级管控的闭环管理模式和分专业标准化排查以及隐患风险分级预警体系。并以昊华能源公司为例,研发并应用了集煤矿隐患排查、预警和治理为一体的信息系统,系统不仅提高了煤矿安全管理的科学性和有效性,并取得了良好的安全效益和经济效益。

       

      Abstract: Through analyzing the relationship among safety, source of danger, hidden danger and accident, we propose the concept of "safety shell", and achieve that hidden danger is from "safety shell" failure of hazards; accident is from "safety shell" failure of hazards and hidden danger. "Safety shell" is formed from the safety measures of hazards and hidden danger, which are controlled by human unsafe behavior, unsafe state of equipment, and unsafe conditions of environment, design defects and management faults. On the basis of the theoretical knowledge, the closed loop management pattern and risk early-warning system of hierarchical control are built by information integration and control of hidden danger from corporations, mines and work teams. In the case of Haohua Energy Resource Company, the information system is built with the information integration from check, early-warning and treatment for hidden danger. The system not only improves the scientific nature and effectiveness of coal mine safety management, but also achieves good safety and economic benefits.
