    Evaluation Model on Emergency Management Capability of Coal Mine Based on Scattering Degree Method and Support Vector Machine

    • 摘要: 为了提高煤矿应急管理能力科学评价水平,完善应急管理机制,提出了基于拉开档次法与支持向量机的煤矿应急管理能力评价模型。根据评价指标观测数据,采用拉开档次法确定指标权重,减少主观因素对评价过程和结果的影响;同时运用处理小样本风险评价、非线性及多维识别问题具有优势的支持向量机进行综合评价研究,确保评价结果拥有更高精确度。实证研究结果表明:该模型评价结果相比较传统评价具有较高精度,适用于实际煤矿应急管理能力评价。

       

      Abstract: For the purpose of improving the level of scientific evaluation on coal mine emergency management capacity and perfecting the emergency management mechanism, we propose coal mine emergency management capacity evaluation model based on scattering degree method and support vector machine. In accordance with evaluation index observation data, the research applies scattering degree method to confirm index weight and reduce the effect of subjective factors on evaluation process and results. Meanwhile, we use support vector machine which has advantages in dealing with small sample risk assessment, nonlinear and multi-dimensional recognition issues to complete a comprehensive assessment study and ensure the evaluation results with a higher level of precision. The empirical research results indicate that the evaluation results of this model show a higher level of precision comparing with the traditional evaluation, and it is applicable for actual coal mine emergency management capacity assessment.
