    • 摘要: 我国各产煤省区煤矿安全生产水平发展不平衡、差异较大,科学全面的评价煤矿安全生产水平对于把握煤矿安全生产现状具有重要的意义。选取2016年25个产煤省区5项相对指标数据,应用变异系数法和灰色定权聚类方法进行数据处理和计算,对产煤省区煤矿安全生产水平进行评价,根据评价结果,对产煤省区地理区域划分板块与生产规模划分板块煤矿安全生产水平进行评价。通过评价,得出各产煤省区煤矿安全生产水平排名和不同划分板块的煤矿安全生产水平差距较大的结论。结合影响煤矿安全生产的相关因素,阐述了制约不同产煤省区煤矿安全生产水平的深层次原因,提出了提高煤矿安全生产水平的对策建议,为进一步促进我国煤矿安全生产发展提供参考和借鉴。

       

      Abstract: The coal mine safety production level in China’s different coal-producing provinces is imbalance, so it is important to evaluate the coal mine safety production level in coal-producing provinces to grasp the coal mine safety production situation. Selecting five relative indexes data of 25 coal-producing provinces in 2016, grey fixed weight clustering method and variation coefficient method are used to evaluate the coal mine safety production level of the provinces. According to the evaluation results, the geographic regions and scaled coal mines’ safety production level were graded, and it is found that the gap between coal mine safety production level ranking of different coal-producing provinces and the coal mine safety level of different diving plates is larger. Combing with related factors affecting coal mine safety production, the reasons for the safety production level of coal mine in different coal-producing areas are expounded. The paper proposes some countermeasures to improve the safety production level of coal mine so as to provide reference for further promoting the development of mine safety production in China.
