    Comprehensive Evaluation of Safety Culture of Local Coal Mining Enterprises

    • 摘要: 为推动煤矿企业建立健全企业安全文化体系,基于《企业安全文化建设评价准则》及实地调研情况,提炼出地方煤矿企业安全文化评价的7个维度:安全理念、安全制度、安全环境、安全行为、安全教育、持续改进、全员参与。以此为基础构建评价指标体系,采用问卷调查法对山西省某地方煤矿,开展4个层次:决策层、管理层、安监系统层和员工层的问卷调查。最后以山西某地方煤矿公司作为该评价指标的实例,对其下属的4个层次的企业安全文化方面进行了评价分析。结果表明,该指标评价方法较传统的定性评估更为科学、客观,有利于地方煤矿企业有针对性地改进、完善和提升企业安全文化。

       

      Abstract: To promote the coal mining enterprises to establish and improve the enterprise safety culture system, based on Enterprise Safety Culture Construction Evaluation Criteria and field investigation, we extracted seven dimensions for safety culture evaluation of local coal mine enterprises, including safety concept, safety system, safety environment, safety behavior, safety education, continuous improvement, full participation. Based on constructing evaluation index system, we take a local coal mine in Shanxi Province as an example to carry out the questionnaire from four levels, including decision-making, management, safety supervision system layer and the staff. Finally, a local coal mining company in Shanxi Province is taken as an example to evaluate the four levels of enterprise safety culture. Results show that the index evaluation method is more scientific, objective compared with the traditional qualitative assessment, which is advantageous to improve the local coal mining enterprises targetedly, perfect and promote safety culture of enterprises.
