    贵州煤与瓦斯突出鉴定与区域预测存在的问题及对策探讨

    Problems of Coal and Gas Outburst Identification and Regional Prediction in Guizhou Province

    • 摘要: 对贵州煤与瓦斯突出鉴定与区域预测工作现状进行了调研,针对突出鉴定范围划分存在分岐的问题,从对检测检验机构的工作规范,矿井鉴定工程量的准备和长远的开采规划进行探讨,并提出制定贵州省煤与瓦斯突出鉴定实施细则(或指南)的必要性;在区域预测实施主体不明确的条件下,提出矿井自己组织实施区域预测的所须条件,分析了区域预测的最小合理范围;对倾向上超出原鉴定标高50 m内的区域和超出原鉴定范围走向范围以外或超原鉴定标高50 m外的区域是开展区域预测还是突出鉴定作出了界定;明确矿井测试瓦斯参数的煤层以及相关瓦斯参数的必要性;对于监管部门严于指标临界值管理的问题,建议回归到规程规范的要求来执行更为合理。

       

      Abstract: The status quo of coal and gas outburst identification and regional prediction in Guizhou Province was investigated. Aiming at the problems of the differentiation of outburst appraisal scope, this paper discusses the working specifications of detection and inspection institutions, the preparation of mine appraisal engineering quantity and long-term mining planning, and proposes the necessity of formulating detailed rules (or guidelines) for the implementation of Guizhou coal and gas outburst appraisal; under the condition that the main body of the regional forecast implementation is not clear, the necessary conditions for the mine to organize the implementation of the regional forecast by itself are proposed, and the minimum reasonable range of the regional forecast is analyzed. This paper defines whether to carry out regional prediction or outburst identification for regions that are inclined to exceed the original identification level by 50 m and regions that are beyond the original identification level by 50 m or beyond the original identification level; it is necessary to define the coal seam for testing gas parameters and related gas parameters in the mine; for the problem that the supervision department is more strict in the index critical value management, it is more reasonable to return to the requirements of the rules and regulations.
