    • 摘要: 上湾煤矿将安全文化与风险预控管理体系进行融合,形成以安全文化建设为核心,以风险预控管理体系为抓手,从理念培育、风险评估、不符合项排查整治、行为安全管理、事件事故管控、绩效考核等方面进行理论与实践深度融合。实现从“管生产必须管安全”向“管业务必须管安全”转变,从“隐患排查”向“风险管理”转变,从“区队依赖”向“区队自主”转变,从“全员参与”向“全员负责”转变,构建点、线、面有机结合千万吨级煤矿的安全生产长效机制。

       

      Abstract: Shangwan Coal Mine combines the risk pre-control system with the construction of safety culture, takes the construction of safety culture as the core and the risk pre-control management system as the starting point. Deep integration of theory and practice is carried out from the aspects of concept cultivation, risk assessment, non-conformance item investigation and rectification, behavior safety management, incident and incident management and control, performance appraisal, etc. A long-term safety production mechanism that combines point, line and surface is organically established to realize the transformation from “safety in production” to “safety in business”, “screening hidden risks” to “risk management”, “district team dependence” to “district team autonomy”, “full participation” to “full responsibility”.
