    • 摘要: 传统的监察模式存在时空不连续、执法人员专业不能完全匹配煤矿所涉及专业、执法人员担当不够、煤监局和地方主管部门重复执法、职责不清、执法人员考核机制不健全等问题,在综述监管监察组织机构发展历程的基础上,重点从监管监察理论现状与方法等角度研究存在的问题,提出在“互联网+”、大数据、物联网等技术的快速发展下,研究“互联网+”背景下监管监察理论、工作模式、监管与监察的协同、第三方机构的参与是未来的发展方向。

       

      Abstract: There are some problems in the traditional supervision mode, such as the discontinuity of time and space, the inability of law enforcement personnel to fully match the specialties involved in the coal mine, the insufficient responsibility of law enforcement personnel, the repeated law enforcement by the coal regulatory bureau and the local competent departments, the unclear responsibilities, and the imperfect evaluation mechanism of law enforcement personnel. On the basis of summarizing the development history of supervision and supervision organizations, the research focuses on the existing problems from the perspectives of the current situation of supervision theories and methods, and proposes that with the rapid development of “Internet +”, big data, Internet of things and other technologies, the future development direction is to study the supervision and supervision theory, working mode, coordination of supervision and supervision, and participation of third-party institutions under the background of “Internet +”.
