    • 摘要: 为解决煤炭企业传统安全管理中存在的主体责任落实不到位、科室协同性差等问题,寻求煤炭企业安全管理的新模式。首先,将网络化治理及协同治理理论引入煤炭企业,提出建立网络化协同治理理论模型;然后在此基础上构建涵盖“四大机制”的煤炭企业巷长制安全管理体系,并详细阐述了各机制的内容;最后,将该体系运用在三交河煤矿安全生产管理中。该体系具有“三道防线”、“双轴并行”、网络化、协同化、系统化等特征。

       

      Abstract: In order to solve the problems existing in the traditional safety management of coal enterprises, such as inadequate implementation of the main responsibility, poor coordination of departments, etc., a new mode of safety management in coal enterprises is sought. Firstly, the network management structure and collaborative governance theory are introduced into coal enterprises, and the model of networking collaboration governance theory is proposed. Secondly, on this basis, a safety management system of roadway chief system covering the “four mechanisms” of coal enterprises is built, and the contents of each mechanism are elaborated. Finally, this system is applied in Sanjiaohe Coal Mine. This system has the characteristics of “three lines of defense”, “two parallel axes”, networking, collaboration, systematization.
