Abstract: Scientific understanding status and problems of coal mine safety administrative penalties，it is one of the important issues for coal mine safety legislation and law enforcement which need to be resolved. In this paper it proceeds from definition and elements of coal mine safety administrative penalties in China, sums up the characteristics of the current coal mine safety administrative penalties, analyzes the problems and weaknesses of coal mine safety administrative penalties, puts forward the countermeasures which include perfecting legal relationship, improving coal mine safety administrative penalty system, adding items of administrative penalties, giving enterprises the powers to implement safety penalties for employees and so on. It provides references for the establishment of the laws and regulations for coal mine safety production and coal mine safety administrative penalties work.
