    • 摘要: 对危险源管理与控制的有效与否,在很大程度上决定着煤矿安全风险预控水平的高低。在危险源和状态危险源分类的基础上,将根源危险源进一步划分为实体根源危险源和非实体根源危险源,状态危险源进一步划分为已辨识状态危险源和未辨识状态危险源。在此基础上,构建了危险源的事故致因机理模型,提出了危险源的两极化管理思路,即状态危险源辨识极大化,已辨识状态危险源的失控概率极小化,失控状态危险源的事故引发概率极小化。构建了危险源两极化管理的方法体系。

       

      Abstract: The effectiveness of management and control on hazards largely decides the level of risk pre-control in coal mine. Based on the taxonomy of hazards which are divided into root hazards and status hazards, root hazards are subdivided into physical hazards and nonphysical hazards, status hazards are subdivided into identified status hazards and unidentified status hazards in this paper. Then a model of accident causation mechanism based on hazards is constructed. Polarized management theory of hazards is proposed which includes maximization of status hazards identification, minimization of probability that the identified status hazards are out of control and minimization of accident probability that caused by status hazards beyond control. The methods system for polarized management is constructed.
