    • 摘要: 职业健康作为煤矿管理的重要方面,为了发现煤矿职业健康管理存在的问题,通过梳理相关法律法规、相关文献和采用实地访谈的方法,构建了包括员工生产防护、员工健康参与、经费投入力度、生产健康管理、作业环境管理5个一级指标和未佩戴相关防护设备处罚金额、生产过程中违规操作处罚金额等19个二级指标的煤矿职业健康管理评价指标体系,在此基础上,获取了内蒙古地区、山东、山西等地区23家煤矿的职业健康方面的数据,利用超效率DEA模型对煤矿职业健康管理进行效率评价。结果表明:8个煤矿的效率值大于1,平均的效率值为0.759,大多煤矿仍然存在着员工生产防护、健康参与力度、管理重视不够等问题。

       

      Abstract: Occupational health plays an important role in coal mine management. For this reason, this paper aims to investigate the problems of health management within coal mine management, referring to laws and regulations, relevant literature, and methods of field interview. This paper establishes five first-level indicators, including production protection of employees, health participation of employees, funding input, production health management, and operating environment management. What is more, this paper also sets up an evaluation index system with more than 19 secondary indicators such as the penalty for not wearing protective equipment and the fine for production violations, etc. With these considerations, the actual operating data from 23 coal mines in Inner Mongolia, Shandong, Shanxi and other regions were collected and analyzed with the super-efficiency DEA model so as to assess the efficiency of the occupational health management in coal mine industry. Results show that the efficiency values of 8 coal mines are all greater than 1 and the average efficiency value is 0.759. It is also noted that there are still problems such as staff protection, health participation and insufficient attention to management in most mines.
