    我国煤矿安全标准统计分析

    Statistical analysis of coal mine safety standards in China

    • 摘要: 煤矿安全标准是保障煤矿安全生产、矿山生态环境安全和从业人员安全与健康、防止煤矿事故与职业病危害的基础,也是实施煤矿安全生产监管监察、树牢安全发展理念的重要支撑。为深入了解我国煤矿安全标准现状,收集梳理了853项现行有效煤矿安全标准,从标准级别及性质、标准发布年份、标准针对风险类别等多个角度进行分析,指出了目前标准工作中存在的标准约束力不强等问题,进一步针对性地提出了注重统筹规划和顶层设计等建议,为完善我国煤矿安全标准工作提供参考。

       

      Abstract: Coal mine safety standard is the basis of ensuring coal mine safety production, mine ecological environment safety and employees’ safety and health, preventing coal mine accidents and occupational hazards, and is also an important support for the implementation of coal mine safety production supervision and the establishment of safety development concept. In order to deeply understand the current situation of China’s coal mine safety standards, 853 current effective coal mine safety standards were collected and analyzed from the perspectives of standard level and nature, standard release year, standard for risk category, etc. The problems such as weak binding force of standards in current standard work were pointed out, and suggestions such as paying attention to overall planning and top-level design were proposed for reference to improve the coal mine safety standard work in China.
