    • 摘要: 为了更好解决矿山应急救援队伍能力评估指标中的模糊性和不确定性,运用云模型法对矿山应急救援队伍能力进行评价,构建了由保障系统、制度基础、综合体质、组织建设和专业救援等一、二级指标相结合的评价体系,凭借云理论,设置了指标权重云和标准云;基于各评价指标信息和云运算规则得到各指标最终评价云,最后与评价标准云相比,确定优势及劣势指标。制定的矿山应急救援队伍能力评估标准能够全面、科学评估矿山应急救援队伍能力,利用云模型发现开滦队的应急救援队伍能力中指挥管理能力,综合体质能力较好,但专业救援、组织建设、保障系统等指标却存在一定不足,该方法具有科学性,借助评价云图使结果更加直观,有助于提升矿山事故应急救援水平。

       

      Abstract: In order to better solve the fuzziness and uncertainty in the evaluation index of mine emergency rescue team’s ability, the cloud model method is used to evaluate the ability of mine emergency rescue team, and the evaluation system is constructed by combining the first and second indexes, such as support system, institutional basis, comprehensive constitution, organizational construction and professional rescue. With the cloud theory, the index weight cloud and standard cloud are set up. The final evaluation cloud of each indicator is obtained based on the information of each evaluation indicator and cloud computing rules. Finally, compared with the evaluation standard cloud, the advantages and disadvantages are determined. The capacity evaluation standard of mine emergency rescue team can comprehensively and scientifically evaluate the capacity of mine emergency rescue team. The cloud model was used to find that Kailuan emergency rescue team had good command and management ability and comprehensive physical ability, but there were certain deficiencies in professional rescue, organizational construction and support system. The method is scientific, and the result is more intuitive with the help of evaluation cloud map, which is helpful to improve the level of mine accident emergency rescue.
