    • 摘要: 煤矿是一个复杂的系统工程,技术环节日趋复杂、变量繁多、专业分工细化,技术管理作为解决煤炭企业生产过程中的安全隐患和技术瓶颈的关键,直接影响企业的安全发展;详细阐述了基于业务及其决策权限划分视角的煤矿技术管理体系,提出了组织体系、业务体系、过程体系、标准体系和考核体系的架构,提出了技术管理体系业务及管控决策原则,为煤矿技术管理提供了一种架构清晰、权责明确的构建方法。
