基于AcciMap模型的露天煤矿坍塌事故分析

    Analysis of open-pit coal mine collapse accident based on AcciMap model

    • 摘要: 以内蒙古阿拉善露天煤矿“2·22”特别重大坍塌事故为例,在识别该事故致因因素基础上,梳理了事故致因因素之间逻辑关系,构建了“2·22”事故的AcciMap模型;运用UCINET分析了导致该事故的关键致因因素和致因链;提出了露天煤矿塌陷事故的防治措施。结果表明:安全监管不力、执法检查不严、利益相关企业违规提供技术服务、违规组织生产并越界开采、安全管理流于形式、频繁爆破高强度剥离采煤是引发事故的关键因素;安全发展理念差→安全生产检查工作实际执行不力→安全监管不力→违规组织生产并越界开采→频繁爆破高强度剥离采煤→边帮岩体滑落坍塌是造成该事故的关键致因链。

       

      Abstract: Take Alxa open-pit coal mine collapse accident on February 22 in Inner Mongolia as an example, on the basis of identifying the cause factors of the accident, the logical relationship between the cause factors of the accident is sorted out, and the AcciMap model of the “2·22” accident is constructed; UCINET was used to analyze the key cause factors and causal chain of the accident; the prevention and control measures of open-pit coal mine collapse accident are proposed. The results show that the key factors leading to the accident are inadequate safety supervision, lax law enforcement inspection, illegal provision of technical services, illegal organization of production and cross-border mining, mere formality of safety management, frequent blasting and high-intensity stripping mining. Poor safety development concept→poor implementation of safety inspection work→inadequate safety supervision→illegal organization of production and cross-border mining→frequent blasting and high-intensity stripping mining→edge rock slide and collapse is the key causal chain of the accident.
