Abstract:
In China’s coal mine safety production system, coal mine self rescuer is the key equipment to ensure the life safety of miners. The development level of its production enterprises directly affects the effectiveness of coal mine safety production. With the transformation of the coal mining industry towards high-quality development, higher requirements have been put forward for self rescue device production enterprises. In order to further enhance the overall level of such enterprises and promote high-quality development of coal mine safety production, a comprehensive and in-depth analysis of the current situation and research on countermeasures has been carried out for 58 coal mine self rescue device production enterprises nationwide. During the research period, basic data of 58 enterprises were collected through an online reporting system, and offline field visits were conducted to observe production processes and equipment conditions. Subsequently, on-site special inspections were carried out to eliminate 27.6% of outdated production capacity enterprises in accordance with strict industry standards and safety regulations. These enterprises generally have outdated and aging equipment, which makes it difficult to meet high-precision production needs; outdated production technology leads to low production efficiency; unstable product quality cannot effectively guarantee the safety of miners’ lives and other issues. At the same time, the inspection also exposed that some enterprises’ safety management systems are merely formalities, with serious insufficient investment in safety production and weak technological innovation capabilities, making it difficult to meet the needs of industry development. The internal factors that constrain the development of enterprises are mainly outdated management concepts, lack of scientific management systems, and a shortage of professional technical and management talents; external factors include increasingly strict policies and regulations, increased compliance costs, fierce market competition, and severe product homogenization. Based on the above analysis, we propose countermeasures of multiple dimensions to promote high-quality development of enterprises. At the level of promoting government regulation and supervision, strengthen daily inspections and irregular spot checks, and impose severe penalties on violations; in the supervision of safety signs for mining products, refine audit indicators and strengthen dynamic supervision after obtaining certification; in terms of industry self-discipline standards, support industry associations to organize exchange activities and develop industry self-discipline standards that are higher than national standards; in terms of internal management of production enterprises, it is encouraged to introduce advanced management models, increase research and development investment, strengthen talent cultivation, and enhance the core competitiveness of products.
